Public libraries, together with public broadcasting, are the only publicly funded cultural institutions with a broad social reach which includes groups of lower socioeconomic status and immigrants. Despite this crucial role they play, public libraries seem to have reached a turning point in the first decades of the twenty-first century.
While they have a potential role as treasure troves of knowledge and guidance in a world of information overkill, ‘alternative facts’ and dwindling reading motivation among school-aged children, their societal relevance has been challenged, while cutbacks have affected the physical presence and professional staffing of public libraries over the last five years. However, a new public library law tightening the connections between the public library sector and the national library in the Netherlands may provide new impulses. This chapter tracks the developments in Dutch public library policy and the practices implemented by libraries to reposition themselves in the information age and ‘data economy’. It concludes by exploring how the public role of libraries can be made visible by developing new ways to measure the societal value of these people’s palaces.

The on-going discussion between parents, educators, politicians and academics on the consequences of screen reading as compared to reading from paper is filled with controversy. This chapter aims at providing a factual context for these debates.
We first focus on early studies concerning children’s use of media. We then summarise available data on children’s digital media use and media preferences based on national and cross-national surveys conducted in Europe since 2010, including reading in a family context. We also look at evidence related to digital reading in public and school libraries. We conclude by discussing limitations in the available methodologies and possible new approaches to be taken to enhance our understanding of the ways in which reading is changing.

Al sinds de jaren vijftig van de vorige eeuw is er sprake van een gestage teruggang in de leestijd van Nederlanders. Die dalende leestijd staat in schril contrast met de positieve persoonlijke en maatschappelijke opbrengsten die blijkens veel onderzoek aan lezen kunnen worden toegeschreven. Door de opkomst van nieuwe apparatuur, zoals e-readers, tablets en smartphones, en digitale (sociale) media is ook de manier waarop er wordt gelezen veranderd.

Lees:Tijd, Lezen in Nederland brengt het leesgedrag van Nederlanders in kaart. Ook belicht het de ontwikkelingen in lezen in de afgelopen 10 jaar en de verschillen tussen bevolkingsgroepen. Aan bod komt hoeveel, wat, hoe en wanneer Nederlanders lezen. Wie zijn de lezers (van papier en scherm) en wie de niet-lezers? Ook wordt gekeken naar de overige activiteiten en hoe het lezen zich hiermee verhoudt: in hoeverre wordt lezen gecombineerd en/of afgewisseld met andere bezigheden, en doen zich hierin verschillen voor tussen het lezen van papier en het lezen van een scherm? Tot slot is er ook aandacht voor de invloed van tijdsdruk op het leesgedrag.

Om de ontwikkelingen in het leesgedrag over de periode 2006-2016 te onderzoeken is gebruikgemaakt van de laatste drie metingen van het reguliere langjarige Tijdsbestedingsonderzoek (TBO). Met gegevens uit het Media:Tijd-onderzoek uit 2013 en 2015 wordt een gedetailleerd beeld gegeven van het lezen in het gedigitaliseerde medialandschap.


Reliability and validity test of a Scoring Rubric for Information Literacy

Purpose – The purpose of this paper is to measure reliability and validity of the Scoring Rubric for Information Literacy (Van Helvoort, 2010).
Design/methodology/approach – Percentages of agreement and Intraclass Correlation were used to describe interrater reliability. For the determination of construct validity factor analysis and reliability analysis were used. Criterion validity was calculated with Pearson correlations.
Findings – In the described case, the Scoring Rubric for Information Literacy appears to be a reliable and valid instrument for the assessment of information literate performance.
Originality/value – Reliability and validity are prerequisites to recommend a rubric for application. The results confirm that this Scoring Rubric for Information Literacy can be used in courses in higher education, not only for assessment purposes but also to foster learning.

Media:Tijd in kaart is een digitale publicatie (‘card stack’), opgebouwd uit diverse op zichzelf staande pagina’s of ‘kaarten’. Iedere kaart gaat in op één aspect van het mediagebruik, gebaseerd op de gegevens uit het onderzoek Media:Tijd. Hoeveel tijd besteden Nederlanders dagelijks aan media? En hoe doen zij dat? De focus ligt op kijken, luisteren, lezen en communiceren. De kaarten geven een actueel beeld van snel veranderende media-activiteiten in een tijdperk van digitalisering van het medialandschap. Deze ‘card stack’ vormt een onderdeel van de publicatiereeks Het culturele draagvlak. Deze reeks onderzoeken naar cultuurparticipatie en mediagebruik van Nederlanders komt tot stand met steun van het ministerie van Onderwijs, Cultuur en Wetenschap.

De openbare bibliotheek is ruim een eeuw oud maar nog zeer vitaal. Met nieuwe diensten en speciale programma’s blijft zij een belangrijke factor bij het verspreiden van boeken onder een breed publiek.
‘Boeken’, ‘lezen’, en ‘lenen’ zijn de woorden die Nederlanders het eerst noemen als associaties bij ‘openbare bibliotheek’. Niet verwonderlijk, want het bieden van toegang tot een professioneel samengestelde boekencollectie voor inzage en uitleen was de belangrijkste functie van de openbare bibliotheek in de ruim honderd jaar van zijn bestaan in Nederland. Het takenpakket van ‘de bieb’ is feitelijk, en sinds ruim een jaar ook wettelijk, breder. In deze bijdrage is de blik voornamelijk gericht op een van de vijf functies: ‘lezen en literatuur’. Geïllustreerd wordt welke rol de openbare bibliotheken in Nederland spelen als leeskanaal naast de boekhandel en de online verkoop. Hoewel deze minder groot is dan 25 jaar geleden kan de bibliotheek nog altijd als ‘leesmotor’ worden betiteld.


Perceived value of public libraries in five countries

The purpose of this paper is to compare the perceived benefits of public libraries between five culturally different countries: Finland, Norway, the Netherlands, South Korea and the USA.
Data were based on representative samples of Finnish, Norwegian, Dutch, Korean and American adult library users. In Finland a mail survey was used and in other countries web surveys were used for data collection. The distribution of the proportion of those benefiting from the library in various areas of life at least sometimes was compared across countries. The pattern of benefits was compared across countries by forming four outcome indexes from the 19 benefit areas. The differences in the outcomes between the countries were explained by demographics and library use variables.
The intensity of perceived benefits differ considerably, with the Finns and Americans reporting a higher level of benefits than the South Koreans, who in turn derive more profit than the Norwegians and the Dutch. The large difference in library supply between Finland and other countries may explain the differences in the perceived benefits in part of other countries but the USA.


Effect of a school library on the reading attitude and reading behavior in non-western migrant students

There is a lack of clarity as to the effects of school libraries on children with a non-western background in the Netherlands, an educationally disadvantaged group. Using a longitudinal design involving an experimental and a control school, the present study examined whether an integrated library facility in a Dutch primary school has an effect on the reading attitude and reading behaviour of non-western migrant students (n = 140).
The results showed no statistically significant effect on the degree in which students think reading is fun. On the other hand, over time, students attending the experimental school considered reading more useful than students visiting the control school. With regard to reading behaviour, no statistically significant effect of the school library was found. However, the school library programme was not implemented in the most optimal form, which may have affected the findings. Reading climate at home was found to be an important predictor of both reading attitude and reading behaviour, stressing the importance of parents as partners for school libraries when it comes to reading promotion.


The Role of School Libraries in Reducing Learning Disadvantages in Migrant Children: A Literature Review

The educational achievement of children from non-Western migrant families in the Netherlands and other Western countries lags behind that of natives, especially when it comes to language proficiency and reading ability. This literature review pinpoints what is known and what is as yet unknown about reducing learning disadvantages through school libraries to point to directions for future research.

A considerable body of research has shown that school libraries are positively related to learning outcomes in children, as well as to their reading behavior and attitude toward reading, factors that correlate positively with reading and language skills. However, on the basis of existing research, it is hard to draw firm conclusions about the effect of school libraries on students from migrant families in particular. This article indicates that future research should explicitly focus on the impact of school libraries’ reading promotion efforts on the reading behavior, attitude toward reading, and reading and language skills of migrant students, leading to more effective educational policies.


E-book lending models in Flanders and the Netherlands in context

Commissioned by the digital library organisations for The Netherlands (Bibliotheek.nl) and Flanders (Bibnet.be) with financial support by the Dutch Language Union (Nederlandse Taalunie), Dan Mount (Civic Agenda, London) brought together data from 16 countries providing information on 19 e-book lending models. Using Dan’s data, I did an additional statistical analysis, zoomed in to the Dutch and Flemish models and sketched four recommendations to improve them in the near future.

The report supports and independently validates efforts to deliver e-lending models through which libraries can offer all e-book titles available to all interested patrons. It emphasizes the value of e-lending programmes supported by dedicated policies, strategies and funding (if necessary supported by legislation) – alongside the necessity of working in partnership with publishers to refine and develop existing e-lending models.
There are now two potential roads ahead. One is to establish the right to lend e-books supported by new (international) legislation. The other route forward is to work in partnership with publishers to refine and develop existing e-lending models.
This second aspect remains of critical importance as even with the arrival of a recognised legal basis to underpin e-lending – cooperation with publishers will still be crucial in determining acceptable and viable licensing terms and conditions.
The commissioners of the study have confirmed their intention to conduct an annual follow-up to this report with the objective of sharing the results amongst participating library institutes across Europe and beyond.

Journalistiek in een veranderend medialandschap

Journalistiek is van grote waarde in een democratie. Burgers hebben baat bij een betrouwbaar en divers aanbod van informatie, nieuws en opinie. Goede journalistiek stelt burgers zo in staat een tegengeluid te laten horen – en levert daar zelf ook een belangrijke bijdrage aan.
Door snelle ontwikkelingen in het medialandschap is het onduidelijk hoe de journalistiek haar democratische functies in de toekomst vorm zal geven. In het veranderend medialandschap past het de overheid niet te sturen op specifieke media. Over de rol die de overheid wel in kan nemen spreekt de Raad voor Maatschappelijke Ontwikkeling (RMO) zich uit in het op 25 november verschenen briefadvies.
Het Nederlandse medialandschap is volop in beweging. Naast traditionele massamedia worden in rap tempo nieuwe vormen van informatie en communicatie gangbaar. De toegang tot nieuws en informatie voor mensen is aanzienlijk vergroot. Dit heeft gevolgen voor de journalistiek, maar ook voor de relatie tussen burgers en hun overheid. Journalistiek heeft immers een belangrijke functie in de democratie.
Over de manier waarop de journalistiek in het huidige medialandschap haar democratische functies vormgeeft, zijn in de Tweede Kamer zorgen geuit. Staatssecretaris Dekker deed tijdens het wetgevingsoverleg over de mediabegroting (maart 2014) daarom de toezegging, de Raad voor Maatschappelijke Ontwikkeling (RMO) om advies te vragen over de stand van de journalistiek in Nederland. In het briefadvies Meerstemmigheid laten klinken beziet de RMO de ontwikkelingen in het journalistieke medialandschap vanuit drie waarden die in democratische gemeenschappen van belang zijn: stabiliteit, tegenkracht, diversiteit.
Als extern adviseur heb ik de RMO bijgestaan bij het schrijven van het advies.

The aim of the study is to compare the perceived benefits of public libraries and their structure in the major areas of life between Finland, Norway and the Netherlands.
The data was based on representative samples of Finnish, Norwegian and Dutch adult library users. In Finland a mail survey was used and in Norway and the Netherlands web surveys were used for data collection. The distribution of the proportion of those benefiting from the library in various areas of life at least sometimes was compared across countries. The structure of benefits was compared across countries using factor analysis.
The results showed that the level of the nineteen benefits observed was considerably higher, and the range of benefits remarkably broader in Finland compared to Norway and the Netherlands. It is likely that the greater supply of library services in Finland compared to the other two countries explains the differences in benefits derived from the public library. The study validated the measurement instrument for the perceived overall outcomes of public libraries.

Ondernemendheid in de culturele sector

Het onderwerp ondernemerschap speelt binnen de culturele sector de laatste jaren een steeds belangrijkere rol. Tegen de achtergrond van de (landelijke) bezuinigingen moet de culturele sector steeds meer zelf middelen uit de markt halen. Cultureel ondernemerschap behelst echter meer dan alleen het vergroten van het aandeel eigen inkomsten. Het gaat om het aannemen van een meer ondernemende houding als culturele instelling: de blik naar buiten richten, mogelijkheden tot samenwerking zien met andere (culturele) instellingen en bedrijven, en het innoveren van producten, diensten en (werk)processen.
Het belang van ondernemerschap wordt onder andere aangestipt in de beleidsbrief van OCW over ondernemerschap in de culturele sector (Ministerie van Onderwijs Cultuur en Wetenschap, 2012). Dit onderzoek voorziet in de behoefte om zicht te krijgen op het ondernemerschap in deze sector. Onder Cultureel Ondernemerschap wordt de mate verstaan waarin culturele (erfgoed)instellingen in staat zijn organisatiedoelen te stellen waarmee zij in staat zijn kansen te zien en te benutten.


The Library at School: Effects on reading attitude and reading frequency

Purpose – This paper describes the effects of the Dutch policy program the Library at School on primary school pupils’ leisure book reading and attitude towards reading books, in the first year of the nationwide implementation of the program.
Design/methodology/approach – In monitoring the effectiveness of the Library at School, online questionnaires were administered to students (grades 2-6), teachers and reading-media consultants. The study is based on data collected in the school year 2011-2012 from a sample of 4,682 students from 229 classes, with 284 teachers of 68 schools.
Findings – Multilevel regression analyses show that effects of the Library at School on reading attitude and leisure reading cannot yet be discerned in 2011-2012, albeit slightly positive univariate effects are found.
Research limitations/implications – As yet, the number of participating schools is limited, hence statistical power is low on that level. Whether the sample can be considered representative for all Dutch primary schools is not certain.
Practical implications – The findings suggest that a school library in itself is not sufficient to promote book reading in leisure time. The role of the reading-media consultant in facilitating both teachers and learners might have to be strengthened.
Originality/value – This study gives a first glimpse at the effects of the program the Library at School on the reading attitude and leisure reading of primary school students in the Netherlands. The continuous monitoring approach employed is new and can be helpful for similar policy programs in other countries.

De kennis over de leeswereld van basis- en middelbare scholieren is gering. Het merendeel van de onderzoeken (zoals het internationale PIRLS en PISA) richt zich op kinderen op één enkele leeftijd, wat het lastig maakt om een beeld te schetsen over meerdere jaren. Om meer grip te krijgen op de veranderingen met het klimmen van de leeftijd, en ook of die tussen jongens en meisjes verschillend verlopen, hebben Stichting Lezen en het Sectorinstituut Openbare Bibliotheken (SIOB) WareKennis opdracht gegeven voor een onderzoek onder kinderen tussen de 7 en 15 jaar.

Het gaat om een verdiepende analyse van een dataset die in oktober 2012 is verkregen binnen de driemaandelijkse peilingen van de Stichting Marktonderzoek Boekenvak, waarin Stichting Lezen en SIOB zijn aangesloten als partner. Het onderliggende rapport komt met nieuwe inzichten in de leeswereld van kinderen en beginnende pubers.

In een brief aan de Tweede Kamer (15 juli 2013) heeft staatssecretaris Dekker van OCW beleid aangekondigd om de ouderbetrokkenheid bij het onderwijs te versterken. Van woordjes tot wereldliteratuur is een van de bouwstenen voor dit beleid (noot 16).


Measuring the public library’s societal value

Public libraries in the Netherlands face growing scepticism about their value to communities and society at large. The digitization of media, information and communication gives rise to questions about the library’s function, as it still is based mainly on physical service provision. Furthermore, the current economic recession causes local, regional and national governments to critically question every euro spent on cultural institutions. In this climate, there is a growing need for public libraries to show their worth – not only in an economical, but also in a more sociological sense. As standardized measurements for these values are still lacking, a research program was started to develop these outcome measurements.

In this paper, we sketch the rationale behind this program and the steps the Netherlands Institute of Public Libraries is taking to develop a measurement instrument geared at validly and reliably demonstrating the societal value of public libraries. Results from the first stages of the research program will be presented: a theoretical framework of the (possible) impact of libraries on Dutch society, based on the findings of a literature study and qualitative research. The findings help us identify and conceptually enrich five domains of possible impact: cognitive, social, cultural, affective and economical. This outcome framework will guide the development of a measuring instrument.

2010_alle_kanalen_staan_openDe snelle veranderingen in het medialandschap – vaak aangeduid als digitalisering en convergentie van mediatechnologieën – roepen de vraag op hoe Nederlanders met de vele nieuwe mogelijkheden omgaan. In Alle kanalen staan open wordt een antwoord gegeven op de vraag in hoeverre het mediagebruik, het zoeken naar informatie en de onderlinge communicatie van Nederlanders in de afgelopen jaren zijn veranderd.

Deze veranderingen worden beschreven aan de hand van een indeling in voorlopers, volgers en achterblijvers. Er wordt nagegaan in hoeverre zij gedrukte media lezen en audiovisuele media beluisteren en bekijken via internet en mobiele apparatuur. Voorlopers hechten grote waarde aan technologische innovaties. Zij zijn nieuwsgierig naar gebruiksmogelijkheden en zijn vaak goed geïnformeerd over de nieuwste ontwikkelingen. Zij blijken veel breder geïnteresseerd in vernieuwingen dan alleen die in de media. Volgers en zeker achterblijvers staan een stuk gereserveerder tegenover nieuwe mogelijkheden. Ze zijn niet alleen een stuk later met de aanschaf van nieuwe media, maar kenmerken zich ook door een relatief lange leertijd en het sterker vasthouden aan vertrouwde patronen van mediagebruik. Het bevorderen van mediawijsheid en het verstandig reguleren van de overgangsfase waarin we ons bevinden zijn de belangrijkste opgaven voor het mediabeleid in de komende jaren.


De openbare bibliotheek tien jaar van nu

2008_de_openbare_bibliotheek_tien_jaar_van_nuDe openbare bibliotheek is de grootste culturele instelling van ons land met zo’n 4 miljoen leden en 130 miljoen uitleningen per jaar. Toch staat ze onder druk. De ledentallen en het aantal uitleningen dalen al jaren gestaag. De afgelopen zeven jaar hebben de openbare bibliotheken en de gemeentelijke, provinciale en landelijke overheden samengewerkt aan ‘bibliotheekvernieuwing’.

Van een organisatie gecentreerd rondom de uitleen van boeken is de bibliotheek aan het veranderen in een cultureel centrum dat op vijf gebieden actief is: kennis en informatie, ontwikkeling en educatie, kunst en cultuur, lezen en literatuur, ontmoeting en debat.
Ondertussen gingen en gaan de veranderingen in de samenleving en in de wereld van informatie en cultuur in hoog tempo door. In deze studie worden de relevante ontwikkelingen binnen en buiten de openbare-bibliotheekbranche op een rij gezet en met elkaar in verband gebracht. Het rapport schetst op basis daarvan twee mogelijke beelden van de maatschappelijke positie van de openbare bibliotheek over tien jaar. In het eerste beeld gaan trends in hetzelfde tempo door en verliest de bibliotheek geleidelijk draagvlak. Voor het tweede beeld is uitgegaan van een versnelling van de trends en zijn de bedreigingen groter. Daarop volgt een analyse van de tekortkomingen die in beide gevallen vanuit maatschappelijk oogpunt zouden kunnen ontstaan. Afsluitend worden handreikingen geboden voor wat de branche en de overheden kunnen doen om die tekortkomingen tegen te gaan. Centraal daarin staat de inhoudelijke vernieuwing van de dienstverlening.


The future of the Dutch public library

2008_the_future_of_the_dutch_public_libraryThe public library is the biggest cultural institution in the Netherlands, with around 4 million members and 130 million items lent each year. Inspite of this, the library is under pressure: membership numbers and borrowings have been declining steadily for several years. In the last six years the public libraries have been working together with local, provincial and national authorities on a ‘library renewal’ programme.

From an organisation primarily concerned with lending books, the library is being transformed into a cultural centre which is active in five domains: knowledge and information, development and education, arts and culture, reading and literature, and meeting and debate.
Meanwhile, rapid changes have been and are taking place in society and in the world of information and culture. This study describes relevant developments within and outside the Dutch public library sector and relates them to each other. Based on these observations, the report outlines two possible futures for the position of the public library in the Netherlands ten years from now. In the first scenario, trends continue at the same rate and the public library gradually loses support. In the second possible future, the present trends accelerate and the threats are greater. These two future projections are followed by an analysis of the deficiencies that could arise from a social perspective in both cases. In conclusion, a number of suggestions are put forward for action by the sector and the public authorities to counter these deficiencies. The central focus is on the substantive renewal of the library service.

2007_het_bereik_van_het_verledenNederlanders hebben weinig historische kennis en historisch besef. Tenminste, als je recente discussies over de Nederlandse identiteit mag geloven. Om het vermeende tij te keren werd de ‘Canon van Nederland’ ontwikkeld en zijn er plannen gemaakt voor het bouwen van een Nationaal Historisch Museum bij Arnhem. Maar hoe staat het eigenlijk met de belangstelling van Nederlanders voor het verleden?

Hoe vaak bezoeken zij museale collecties, monumenten en historische stads- en dorpsgezichten en archeologische opgravingen? Maken zij ook gebruik van archiefbestanden? Hoe verhoudt zich deze belangstelling tot het gebruik van boeken, kranten, radio, televisie en internet voor het bevredigen van historische nieuwsgierigheid? En hoe actief zijn Nederlanders in hun vrije tijd als vrijwilliger in een museum, als lokaal historicus of als verzamelaar van objecten met historische waarde?
In deze studie worden deze en andere vragen beantwoord op basis van enquêteonderzoek en statistische gegevens. Ontwikkelingen in de belangstelling voor cultureel erfgoed en verschillen tussen bevolkingsgroepen worden gedocumenteerd. Bovendien worden verklaringen aangedragen voor deze ontwikkelingen en sociale verschillen. Op basis hiervan wordt – afsluitend – het erfgoedbeleid tegen het licht gehouden.

2004_achter_de_schermenMet de komst van commerciële televisie- en radiozenders en het internet is de hoeveelheid informatie en amusement enorm gegroeid. Technologische ontwikkelingen maken dat overal en altijd over vele mediadiensten kan worden beschikt. Welke consequenties heeft dit voor de wijze waarop mensen zich informeren, amuseren en met elkaar contacten onderhouden? Kunnen maatschappelijk kwetsbare groepen zich staande houden in de informatievloed?

In deze studie worden trends in het media- en ict-gebruik sinds 1975 geschetst. Het lezen van boeken, kranten en tijdschriften, het gebruik van radio en televisie en dat van de computer en het internet krijgen afzonderlijk aandacht. Ingegaan wordt op de betekenis van de media voor cultuurspreiding en op de internationale positie van het Nederlandse mediabestel. Daarna wordt onderzocht of het mediagebruik net als het aanbod gevarieerder is geworden en in welke mate het gebruik van het ene medium ten koste gaat van het andere. De uitkomsten krijgen tot slot een vertaling naar een mogelijke herstructurering van het media- en informatiebeleid.
